Gene Loflin is NCPEC’s Executive Director
Dr. Gene Loflin serves as NCPEC’s Executive Director, leading the consortium’s initiatives while helping execute the strategic plan outlined in our grant with the Ascendium Education Group (thank you again Laughing Gull & MyFutureNC for your help getting us this far!). Prior to his retirement in June 2025, Gene’s work in prison education spanned more than forty years. While working at Asheville-Buncombe Technical Community College (A-B Tech), Gene restarted curriculum prison programs at two facilities, and A-B Tech became the first institution in the state to participate in the Pell Second Chance program. As the consortium’s first Chair, Gene helped guide the organization from its infancy and played an important role in building the strong foundation we have today.
Since retiring, Gene has continued his work in the field by serving as Chair of the Buncombe Re-entry Council and remaining active in numerous prison education initiatives. Gene also brings significant experience with accreditation and currently serves as a SACSCOC peer review chair, which includes mandatory visits for prison education sites to meet U.S. Department of Education requirements.
Gene lives in Western North Carolina with his wife, Gloria, and their spoiled Toy Poodle, Pepper Doodle (Gene named her.). Gene and Gloria (and of course Pepper) love hiking and experiencing the gorgeous NC mountains.
